The situation regarding the non issue of titles is well known and the complains and the representations made by various pressure groups (with good motives or not) are welcomed. We are the first Office to bring up this problem 10 years ago by constantly criticizing the Governments at the time and during these years we met several keen to study the problem, as well as indifferent Ministers of Interior and Governments. Our efforts were/are directed in addition to the Ministry of the Interior, towards members of the House, journalists and others to the extent that we were misunderstood by some as to our motives. Our constant support to the present Minister of the Interior, Mr Sylikiotis (for which we have had numerous complains against us by a number of political persons within and outside the same party that he belongs) has also been misunderstood much against our own business loss (in a small country such as ours we need as many “friends” as you can get and every head counts).

So, at long last (see our previous articles) we have now firm proposals on the measures to be taken to help solve the title deed issue, as well as the illegal alterations/excess building density etc. The proposed laws are there on the internet for everybody to study. What we are wondering is who and to what extent will bother studying the proposals and who if any will go through the hassle to spend the time, discuss, argue and rediscuss the details, especially at times during the summer holidays. Now is the time to see who actually are interested, who are willing to spend the time and effort to push matters forward. We will soon realise the quality and scope/interest of the various organisations, associations, pressure groups (foreign and local) their commitment to a better future in the Cyprus’ real estate market. We would be very interested in particular to see the various “loud” individuals to study the proposals carefully and come up with corrective ideas for improvement and indicative/practical solutions. Of course it will cost in terms of time, but also for those who do not understand the law in its legal terms also money [to have a lawyer to explain the details].

We will monitor the situation and we can assure you that we will report on the interest and the stand of political and other parties who have so far offered criticism and at times childish/unrelated to the local situation ideas. It is time to come up with time and money, should we so wish to progress towards a better future. We will also monitor the various political parties but in particular the local MPs and the committees of the Interior and Legal, through which the 4 proposals will go through. We will monitor and ascertain which party/MP member cares about Cyprus or his own political party/himself. We will also monitor the behaviour, the knowledge and care of all those who were so far the critics (quite right) of the situation, but then “those who criticize must also offer alternatives with practical means of executing the alternative” – Plato.

We do hope that the likes of “shame Mr President” placard and this sort of attitudes expressed by a Mr Davis from Dhroushia village does not appear again. We have a problem but we must all work together in order to start correcting the situation. We will pay particular attention to the contribution of the professional associations such as:

  • The Technical Chamber

  • The Developers Association

  • The Valuers & Property Consultants Group

  • Builders Association

  • The Civil Engineers & Architects Association

  • Local Town Planning Association

  • Etc

As we have repeated in the past and during our joint conference of 22.6.09 with the interior Minister, we are not concerned that some of our proposals submitted are not adopted, but with regard to the item relating to the excess in building densities and other illegal structure, which will be covered to an extent by the Building Amnesty, we are worried as to their practical implementation. We promise that we will analyze Governmental proposals and offer our own opinions on the subject, which, hopefully, together with others ideas can help.
