Cyprus Economy

Euro area annual inflation is expected to be 2.5% in August 2011 according to a flash estimate issued by Eurostat, the statistical office of the European Union. It was 2.5% in July. For Cyprus the annual inflation rate for July 2011 was at 3.5% compared to a 4.5% in June 2011.
• The Euro area seasonally-adjusted unemployment rate was 10.0% in July 2011, unchanged compared with June 2011. It was 10.2% in July 2010. For Cyprus unemployment rate remained at 7.5% for July 2011, the same as June 2011.
• According to the Statistics Department, tourist arrivals in July 2011 reached 359.104 compared to 306.106 in July 2010, recording an increase of 17,3%. In July, there was an increase of 9,8% in tourist arrivals from the UK (from 142.113 in July 2010 to 156.051 in July 2011) and a 61,9% increase from Russia (from 34.814 in July 2010 to 56.361 July 2011). For the period January – July 2011 tourist arrivals reached 1.332.873 compared to 1.184.065 for the same period in 2010, showing an increase of 12,6%.

Cyprus Property Market

• A preliminary study of a new comprehensive assessment of property values reflects the significant growth of the market since 1980. Property values will be extremely high, on which they will be taxable, when the new general valuation of property is completed.
• According to the Central Bank of Cyprus the value of houses (apartments and houses) continued to show a downward trend during the first quarter of 2011. For the first quarter a decrease of 2.2% was recorded, compared to the fourth quarter of 2010. On a quarterly basis all indexes recorded a fall except the Nicosia house index, which remains stable.
• Cyprus has been ranked twelfth in terms of British Investor Interest, according to the research carried out by themovechannel.com. The research is based on overall enquiry volume for August 2011. Cyprus dropped 3 places compared to July 2011, with a 2.77% interest to a 2.16% share of the interest. Turkey increase by 1 place to seventh place with a 4.4% share of investor interest.
• KPMG has signed an agreement with the Town Planning Department for the undertaking of a study for the creation of a Single Development Authority.
• According to the Central Bank of Cyprus deposits have increased by 329.5 million Euro, in July 2011. The Central Bank records show deposits to be 71.4 billion Euro for July 2011 compared to 71.1 billion Euro for June 2011. Deposits for July 2010 in comparison were recorded to be 67.1 billion euro. From the start of 2011, deposits have shown an increase of 1.5 billion Euro.
• More austere financing measures are expected in the third quarter of 2011, according to the survey conducted by the Central Bank. The majority of the banks participating in the survey have stated that the greater part of business loans have not recorded a significant variation in the second quarter of 2011. Based on the expectations of the participating financial institutions for the third quarter of 2011, criteria are expected to become more austere. Contrary to expectations, the criteria for financing housing loans remained relatively unchanged in the second quarter of 2011.
• 25% of total property sales made ​​in Cyprus in the first eight months of 2011 were by foreign buyers. Specifically from 4709 sales contracts recorded, the 1197 were by foreigners. The corresponding percentage in 2010 for the first eight months was 21%. The increase occurs, however, not due to increased demand by foreigners, but mainly to reduce demand by locals. Specifically, in the first eight months 1197 sale contracts were filed by foreign buyers, while the corresponding period of 2010, 1222. These figures indicate is a slight decrease of 1%, however the concern is that the last three months sales are significantly reduced. At the same time, total sales decreased by 18% according to Land Registry for any one period.
During the period January - June 2011, 4,024 building permits were issued, a decrease of 12.9% over the same period last year, according to a publication of the Statistical Office. The total value of these permits decreased by 24.6% and the total area by 29.3%. The number of dwelling units showed a decrease of 42.2%. The Statistical Service announced that even the number of permits issued by municipalities and the district administration offices during June 2011 stood at 696. The total value of these permits reached 163.1 million euros and the total area of 174.0 thousand square meters. These building permits provide for the construction 662 dwelling units. Building permits constitute a leading indicator of future activity in the construction sector.

Global Property Market & Economy

U.K. house prices fell for the first time in four months in August as Britons grew more pessimistic about the economy, according to the Halifax House Price Index. Prices dropped 1.2 percent from July. From a year earlier, prices decreased 3.9 percent to an average 161,743 pounds (€183,235).
U.K. economic growth slowed in the three months through August and further weakness may prompt the Bank of England to restart so-called quantitative easing, the National Institute of Economic and Social Research said. Gross domestic product grew 0.2 percent, down from 0.6 percent in the three months through July. Bank of England policy makers are under increasing pressure to help boost growth as the government’s fiscal squeeze and the euro-area crisis threaten the recovery
• Italy and Spain have passed new austerity measures as they battle to control their debts. Italy's upper house of parliament approved an austerity package which should cut its deficit by some 54bn euros over three years. Spain's Senate gave final approval to a "golden rule" in its constitution to keep future budget deficits to a strict limit. Spain's vote for a "golden rule" makes it the only country apart from Germany to have such a limit.
• The US Federal Reserve says the economy has failed to gain any ground in recent weeks, with many areas remaining weak. The analysis comes in its latest Beige Book - an economic assessment provided by the 12 regional governors that make up the Fed's board. The book recorded factory activity as unsteady, retail sales poor in most areas and the housing market flat.
•The Greek finance minister has pledged to speed up reforms to cut public spending and reduce the size of the state, saying his privatisation plans will start "immediately". The reforms are expected to lead to tens of thousands of job cuts from the Greek state sector. The privatisations aim to raise 5bn euros this year, to help Greece cut spending in an attempt to try to reduce its vast public debts. The country required a 110bn euros bailout from the European Union (EU) and International Monetary Fund (IMF) in May last year, and a second 109bn euros deal was agreed in July.
• The European Central Bank (ECB) has left interest rates unchanged amid the continuing debt crisis in the eurozone. Benchmark rates were kept at 1.5% for the second month, after being raised from 1.25% in July in an attempt to cool inflation.The ECB has since started buying up Spanish and Italian debt to try to prevent the debt crisis from spreading
• The Bank of England kept UK interest rates at 0.5%, where they have been since March 2009.
• Every three years UBS Wealth Management Research publishes an in-depth study on prices and earnings, updating it in intervening years. According to the most recent (2011) issue of the "Prices and Earnings" study of purchasing power around the world, Oslo, Zurich and Geneva are the world's most expensive cities.
Nicosia ranks 40th in this list, just below Lisbon and above Miami.

Yet, the cost of living in Cyprus can be drastically reduced if one shops around. Titles & Transfer FeesIt is noticeable that title deeds are issued at an increasing rate, yet, according to the Lands Office, only 21% of thοse informed of the issue, respond to have their properties transferred. Νέο Τοπικό Σχέδιο Λευκωσίας - Έλλειψη Φαντασίας;Πιστεύουμε ότι πολεοδομικά σχέδια και αποφάσεις που άπτονται της ανάπτυξης θα πρέπει να μελετούνται μετά από τους πολεοδόμους, από το Κτηματολόγιο-ιδιωτικά γραφεία μελετών ανάπτυξης, για να διαπιστωθεί η βιωσιμότητα και η ελκυστικότητα τους. Επανεκτίμηση Ακίνητης Ιδιοκτησίας σε ένα χρόνο;Παρακολουθούμε, όπως και όλη η Κύπρος, την αγωνία της πολιτείας για αύξηση των εσόδων της. Μελετήσαμε την πρόταση για επανεκτίμηση της ακίνητης ιδιοκτησίας σε σημερινές τιμές που θα την αναλάβει το Κτηματολόγιο, με ένα ορίζοντα εκτέλεσης όχι γρηγορότερο από 8-10 χρόνια. Η εκτίμηση της 1.1.80 χρειάστηκε 5 χρόνια να γίνει με τις τότε πολύ μικρότερες σε αριθμό ιδιοκτησίες. Από την 1.1.80 όμως μέχρι σήμερα, με την «έκρηξη» της αγοράς ακινήτων, οι ιδιοκτησίες έχουν τουλάχιστον δεκαπλασιαστεί. Αλλαγή Ζώνης + Φορολογία ΑκινήτωνΠαρατηρούμε με ευχαρίστηση τις προτάσεις διαφόρων κομμάτων και την κατ’ αρχή συναίνεση που επήλθε στην φορολόγηση ακινήτων, τα οποία ευεργετούνται με αύξηση του συντελεστή δόμησης/ή διαφοροποίηση της ζώνης. Είναι δίκαιο να υπάρχει μια τέτοια φορολογία (ας το ονομάσουμε Τέλος Βελτίωσης) διότι εάν ένα κτήμα είναι γεωργικό και μετά κατατάσσεται ως οικιστικό με απόφαση του Κράτους, ο ιδιοκτήτης δεν φορολογείται με τίποτα, έστω και εάν η διαφοροποίηση της ζώνης/συντελεστή δόμησης ίσως να τον ωφέλησε με ορισμένα εκατομμύρια σε αύξηση της αξίας της γης.                                                                              ... Τι έγιναν οι 20 όροφοι;Ο δανειστικός και καταθετικός τόκος πάντοτε συγκρινόταν και συσχετιζόταν με τις αποδόσεις από επενδύσεις στην αγορά ακινήτων. Οι επενδυτές ακινήτων είναι διατεθειμένοι να αποδεχθούν μια απόδοση χαμηλότερη από τους καταθετικούς/ δανειστικούς τόκους, λόγω της ανατίμησης (αύξησης) των τιμών των ακινήτων. Όσο πιο γρήγορα αυξάνονται οι τιμές των ακινήτων, τόσο πιο χαμηλή ήταν και η αποδεκτή απόδοση στα ακίνητα. ΄Ετσι στις «καλές» εποχές των ετών 2003-2008 μια μέση απόδοση σε ενοίκιο της τάξης του 4%-5% ήταν πολύ ικανοποιητική, μια και που οι τιμές αυξάνονται κατά 10%-15%/έτος.                                                                        ... Μια Απαράδεκτη ΑπόφασηΠαρατηρήσαμε με προσοχή το αίτημα των ταξιτζήδων να αυξηθούν τα κόμιστρα στα λεωφορεία, να περιοριστούν οι διαδρομές και οι ώρες λειτουργίας τους. Και αυτό διότι «έπεσε» η δουλειά τους και για να μπορούν να βγάζουν τα κέρδη που έβγαζαν πριν, θα πρέπει εμείς οι υπόλοιποι να πληρώνουμε παραπάνω. 'Ετσι η διαδρομή Αγίας Νάπας-Παραλιμνίου «πρέπει» να κοστίζει €10 και όχι €1 με το λεωφορείο, η διαδρομή στην Λευκωσία προς αεροδρόμιο θα «πρέπει» να κοστίζει €25 και όχι €7.0 κλπ κλπ.                                                                                       ... Οι Αποθήκες Θεοδοσίου και οι επιπτώσεις τουςΗ απαλλοτρίωση των αποθηκών Θεοδοσίου στο παραλιακό μέτωπο της Λεμεσού το 1978, έφερε στην επιφάνεια διάφορα θέματα που άπτονται των απαλλοτριώσεων όσο και άλλα θέματα. Η εκδίκαση της υπόθεση αυτής καθυστέρησε και από το 1978 και διάρκεσε μέχρι το έτος 1995. Απευθυνόμενοι, οι ιδιοκτήτες, στο Ευρωπαϊκό Δικαστήριο, το Δικαστήριο το 2005 αποφάσισε ότι πρόκειται περί αδικαιολόγητης καθυστέρησης και παρέπεμψε πίσω την υπόθεση, εισηγούμενο όπως τα δύο μέρη (Δήμος/ιδιοκτήτες) συμφωνήσουν από τις (τότε) στις σημερινές τιμές.   • Ο κ. Αντώνης Λοΐζου κατόπιν πρόσκλησης του Ροταριανού Ομίλου Λεμεσού, έδωσε διάλεξη επί του θέματος της Πολεοδομικής Αμνηστίας.

    Στην συνάντηση του Ομίλου στις 31.8.2011 με παρευρισκόμενους 62 μέλη, ο κ. Λοΐζου απάντησε σε ερωτήσεις. Ο συνάντηση έλαβε χώρα στην Λεμεσό στο ξενοδοχείο Crowne Plaza.

    Antonis Loizou attended after invitation of Limassol Rotary Club a meeting which took place on 31.8.2011 and gave a lecture on the Building Amnesty. The 62 people attending comprised mainly of professional and business people and the lecture was followed by a lively discussion. The event took place at Crown Plaza Hotel, Limassol.

    Ο στόχος είναι ο επισκέπτης της ιστοσελίδας να μπορεί να πληροφορηθεί τόσο γενικά για την Κύπρο, όσο και με λεπτομέρεια στα κεφάλαια που τον ενδιαφέρουν. “΄Εχουμε προσλάβει ειδικό διαχειριστή της ιστοσελίδας αυτής, ο οποίος και ανέλαβε την διαχείριση και αναβάθμιση της. Η ιστοσελίδα θα προβληθεί τόσο στην Ρωσσία και πρώην ανατολικές χώρες, όπως και στην Κίνα και Ινδία και θα μεταφραστεί από την Αγγλική, τόσο στην Κινέζικη όσο και στην Ρωσική γλώσσα.
    Το εγχείρημα είναι μεγάλο και πρωτοπόρο και ιδιαίτερα πολυδάπανο μας δήλωσε ο κ. Αντώνης Λοίζου και θα ζητήσουμε διαφημίσεις τόσο από ιδιωτικά νοσοκομεία, ιδιωτικές σχολές, ασφαλιστικές εταιρείες, τράπεζες και άλλους που να εκθέτουν τα προϊόντα/υπηρεσίες τους. Ταυτόχρονα σε ειδικό τμήμα θα υπάρχει άμεση/ιδιωτική πληροφόρηση (ερωτήσεις + απαντήσεις) όπου ο κάθε ξένος ενδιαφερόμενος θα μπορεί να απευθυνθεί και να του δοθούν απαντήσεις, ενώ θα γίνεται προσπάθεια βοήθειας των ξένων επιχειρηματιών/επενδυτών εκεί που αντιμετωπίζονται δυσκολίες, είτε στην γραφειοκρατία, είτε άλλως πως.

    Η ιστοσελίδα μας θα είναι έτοιμη μέχρι τέλος του Οκτωβρίου 2011, μια και που το 90% έχει ήδη ετοιμαστεί.
